Assess the current transportation landscape in Ontario and identify the need for high-speed rail.
Propose a phased approach to HSR development, with initial focus on prioritized routes.
Evaluate the potential economic, social, and environmental impacts of HSR implementation.
Recommend a framework for financing, construction, and operation of the HSR network.
2. Proposed HSR Routes:
Corridor Route: Connecting Detroit to Quebec City via major urban centers like Toronto, Ottawa, and Montreal.
Erie Route: Linking Detroit to Buffalo, enhancing cross-border connectivity and trade.
Northern Route: Extending from Sault Ste. Marie to Buffalo, with a detailed analysis of the Toronto to Buffalo segment.
